Singapore has launched a suite of initiatives aimed at strengthening regional leadership in high-integrity nature-based carbon solutions, including new programmes focused on blue carbon ecosystems and biomass measurement capabilities. The announcements, made at a carbon innovation forum in the city-state, are part of a broader strategy to scale nature-based climate action across Southeast Asia and reinforce Singapore’s role as a regional hub for climate innovation and carbon services. At the core of the initiative is the Blue Carbon Support Programme, designed to address longstanding technical and operational challenges that have limited the development and deployment of credible blue carbon projects. Blue carbon ecosystems — such as mangroves, seagrasses and coastal wetlands — sequester large amounts of carbon and deliver vital co-benefits for biodiversity and coastal resilience. Singapore’s programme will bring together research organisations, project developers and technology partners to improve methodologies for measurement, reporting and verification (MRV) and to support the readiness of blue carbon assets for commercial and conservation deployment. In parallel, Singapore’s Office for Space Technology and Industry announced a biomass digital MRV grant call to encourage research into advanced measurement methods that use satellite, geospatial and digital technologies. This work aims to enhance the accuracy and transparency of biomass assessments across forests, mangroves, and other important ecosystems. Enhanced digital MRV is seen as fundamental to building confidence in carbon credit markets and ensuring that nature-based climate solutions are backed by robust, science-driven data. Officials and sustainability advocates say these programmes will help bridge the gap between early-stage research and real-world project implementation, bolstering both the scientific credibility and market readiness of nature-based carbon initiatives. By strengthening the entire innovation pipeline — from research through to deployment — Singapore hopes to accelerate nature-based decarbonisation while generating meaningful climate, biodiversity and community outcomes across the region.
