Singapore Proposes New Rules for Data Centre Security and Sustainability

Singapore has introduced a proposed Digital Infrastructure Bill that aims to strengthen the security, resilience and environmental sustainability of the country’s data centres and cloud services. The Bill was tabled in Parliament on September 8, 2026, as Singapore continues to expand its digital infrastructure to support a growing digital economy and increasing demand for artificial intelligence and cloud computing.

The proposed legislation would establish two new licensing frameworks. The first would apply to major data centre and cloud service providers whose operations are considered critical to Singapore’s economy and society. Data centres with a critical IT load of at least 10 megawatts and qualifying major cloud providers would fall within this framework.

Providers covered by the regime would be required to implement measures addressing physical security and cybersecurity, as well as business continuity and disaster recovery. They would also need to notify authorities of significant cybersecurity incidents and disruptions to service delivery, strengthening regulatory oversight of infrastructure that supports essential digital services.

A second licensing framework would focus specifically on the environmental sustainability of data centre operations. Data centres with a critical IT load of at least 3 megawatts would be required to meet baseline energy-efficiency standards. These requirements would apply to both new and existing facilities, with future measures potentially extending to the efficiency of IT equipment and water use.

The proposed framework could also allow green energy commitments to become licensing conditions for new data centre capacity. This reflects Singapore’s recognition that data centre expansion places significant demands on scarce resources, including electricity, land and water, and that continued growth will need to be balanced with environmental considerations.

The Bill follows a public consultation conducted by Singapore’s Ministry of Digital Development and Information and the Infocomm Media Development Authority earlier this year. Feedback from data centre operators, cloud service providers and industry associations helped inform the proposed regulatory framework.

The development highlights how the rapid expansion of digital infrastructure is increasingly being assessed through both resilience and sustainability lenses. As data centres become more important to AI, cloud computing and the wider digital economy, their energy consumption, resource use and environmental footprint are becoming increasingly relevant to infrastructure planning and business strategy.
