Germany’s Wind Power Expansion Accelerates in 2025 but Targets Remain Out of Reach

Germany’s wind power sector recorded a strong expansion in the first half of 2025, with a significant increase in both new turbine installations and approvals. Industry data show that more onshore wind turbines were commissioned during this period than at any time in the past eight years, highlighting a clear rebound in the sector. North Rhine-Westphalia led expansion efforts, while permitting times dropped due to ongoing regulatory reforms. Despite this momentum, Germany remains on track to miss its ambitious wind power targets for 2025. The shortfall is attributed to continued bottlenecks, regional disparities in project approvals, and challenging licensing environments in certain states, notably Bavaria. Weak wind speeds in the first quarter also led to reduced output, resulting in a drop in the share of renewables in the country’s electricity mix to just over 54%—down from 57% a year earlier. The German government and industry leaders emphasize that, while the pace of wind expansion is accelerating, it must be sustained—and even further increased—if Germany is to reach its climate and energy goals. Calls are growing for more uniform approval processes and additional support for lagging regions. For now, wind energy remains a linchpin of the country’s energy transition. However, reaching the 2030 targets will require consistent expansion and favorable weather conditions in the years ahead.
