The European Commission is advancing efforts to strengthen access to critical raw materials by exploring measures to accelerate the development of strategic mineral projects and reduce supply chain vulnerabilities. The move forms part of the European Union’s broader strategy to support industrial competitiveness, economic resilience and the clean energy transition. Critical raw materials such as lithium, cobalt, graphite and rare earth elements are essential for batteries, electric vehicles, wind turbines, solar technologies and other clean energy applications. The EU has identified secure and sustainable access to these materials as a key requirement for achieving its climate and digital objectives while reducing dependence on a limited number of external suppliers. Under the European Critical Raw Materials Act, the EU has established targets to expand domestic extraction, processing and recycling capacity by 2030. The framework also supports the designation of strategic projects that can benefit from streamlined permitting procedures and enhanced support mechanisms to accelerate development. The initiative comes amid growing concern over supply chain risks for minerals required in clean technology manufacturing. EU officials have increasingly emphasised the need to diversify sources of critical materials, strengthen recycling and circularity measures, and build more resilient supply chains to support Europe's energy transition and long-term strategic autonomy.
