Dubai has introduced a new law aimed at strengthening the quality, safety and sustainability of buildings across the emirate. The legislation, issued by the UAE Vice President and Dubai ruler Sheikh Mohammed bin Rashid Al Maktoum, establishes stricter standards for building inspections, maintenance and operational safety. Under the new framework, building owners must obtain a Quality and Safety Certificate following inspections conducted by licensed engineering offices. The law requires routine structural assessments, maintenance of building systems and compliance with safety standards to ensure the structural integrity and safe operation of residential and commercial properties. The certificate will remain valid for 10 years for buildings less than 40 years old and five years for older buildings, after which owners must renew the certification following new inspections. Authorities say the regulation aims to reduce safety risks, improve living conditions and maintain high construction standards as Dubai continues to expand rapidly. Violations of the law can result in fines ranging from Dh100,000 to Dh1 million, with repeat offences within two years attracting penalties of up to Dh2 million. Authorities may also suspend permits or halt related property transactions until compliance is achieved.
