Mexico Strengthens Climate-Biodiversity-Private Sector Link Ahead of COP30

Mexico is taking significant steps to align its biodiversity, climate, and business commitments as it prepares to present its updated Nationally Determined Contribution (NDC 3.0) at COP30 this November. Supported by the United Nations Development Programme (UNDP), the National Commission for the Knowledge and Use of Biodiversity (CONABIO) convened a landmark workshop to integrate climate and biodiversity policies in line with the Kunming-Montreal Global Biodiversity Framework (GBF-KM).

Organized in collaboration with the Ministry of Environment and Natural Resources (SEMARNAT) and the National Institute of Ecology and Climate Change (INECC), the Workshop on Setting National Biodiversity Targets Related to Climate Change brought together 37 officials from 11 key institutions.

Participants worked in technical groups to outline the structure of Mexico’s biodiversity targets, define 2030 milestones, and identify responsible institutions, enabling conditions, and potential challenges.

Among Mexico’s 48 national biodiversity targets, those addressing climate change—adaptation (Target 8.1), mitigation (Target 8.2), and ocean acidification (Target 8.3)—were highlighted as crucial to aligning Mexico’s commitments under both the Convention on Biological Diversity (CBD) and the Paris Agreement.

Andrea Cruz, Biodiversity Strategies and Policy Coordinator at CONABIO, described the workshop as a “strategic opportunity to integrate biodiversity into climate adaptation efforts and advance towards a robust National Adaptation Policy.”

UNDP representatives emphasized the importance of bridging international agendas with national priorities. “Integrating biodiversity and climate into public policy and local action is essential for sustainable development,” said Fernando Camacho, Environment, Energy, and Resilience Officer at UNDP Mexico.

Parallel efforts are also underway to engage the private sector. A separate working session with the Ministry of Economy focused on sustainable business practices (Target 15) and mobilizing private financing for biodiversity (Target 19.3).

Alberto Uribe, Director General of National Content and Energy Sector Development, stressed the need for corporate co-responsibility, while UNDP’s Michelle Montijo and Gabriela Batun highlighted the importance of mechanisms to identify and manage biodiversity-related business risks and opportunities.

These coordinated initiatives feed into Mexico’s ongoing update of its National Biodiversity Strategy (ENBioMex) and its forthcoming Seventh National Report to the CBD. By linking climate, biodiversity, and economic agendas, Mexico aims to position itself as a leader in nature-positive, climate-resilient development on the global stage.
