UAE Advanced PPP Framework for Sustainable Growth

The UAE Ministry of Finance unveiled a comprehensive Public-Private Partnership (PPP) framework designed to boost economic growth, attract private investment, and accelerate sustainable development. The framework introduced a new federal law, a detailed project manual, and specialised training programmes to ensure transparency, efficiency, and long-term resilience.

Building on Federal Law No. (12) of 2023, the initiative created a clear structure for project selection, bidding, and execution-addressing investor concerns while enabling the government to deliver sustainable infrastructure and social projects more efficiently.

The Ministry emphasised that PPPs would leverage private sector expertise in finance, technology, and administration while transferring knowledge to federal agencies. This collaboration aimed to reduce project costs, drive innovation, and reinforce the resilience and sustainability of the national economy, supporting the We the UAE 2031 vision and the UAE Centennial 2071 goals.

To ensure effective implementation, a PPP project manual was released in June 2024, providing guidelines across the project lifecycle-from feasibility studies to execution and long-term monitoring. In addition, a specialised training programme was launched with an APMG International-accredited partner to build capacity for sustainable, future-ready PPP projects that improve quality of life and foster inclusive growth.
