Singapore’s Blended Finance Fund Reaches US$800 Million

Singapore’s Blended Finance Fund Reaches US$800 Million

27 May 2026

Singapore’s flagship blended finance initiative has reached a new milestone after one of its funds secured US$800 million in committed capital at its second close, strengthening efforts to scale climate and energy transition investment across Asia. The update was announced during Ecosperity Week 2026 as Singapore continues expanding its role in sustainable finance and regional decarbonisation.

The funding milestone was achieved by the Green Investment Partnership (GIP), the first fund launched under the Financing Asia’s Transition Partnership (FAST-P), a blended finance platform introduced by the Monetary Authority of Singapore in 2023 to accelerate sustainable infrastructure investment across the region.

According to the announcement, the latest round of commitments significantly expands the fund’s investment capacity and supports deployment into projects that contribute to lower-emission growth. Priority sectors include renewable energy, energy storage, electric mobility, water infrastructure and waste management.

Singapore’s broader FAST-P initiative aims to mobilise up to US$5 billion by combining public and private capital to support transition projects that may otherwise face barriers in attracting large-scale investment. Officials said blended finance will continue to play an important role in helping accelerate sustainable development and energy transition efforts across Asia.

GIP reaching US$800 million at second close under the broader FAST-P US$5 billion ambition demonstrates the practical viability of blended-finance structures for Asian transition investment. Blended finance addresses the structural risk-return gap for transition projects - early-stage decarbonisation opportunities in emerging Asia frequently do not fit pure-commercial return profiles but do fit blended-capital structures.

The sector focus (renewable energy, storage, EVs, water, waste) reflects transition-priority sectors where deployment gaps are widest. Southeast Asia specifically requires substantial investment across all these categories through 2030; blended finance can catalyse commercial capital that would otherwise remain on the sidelines.

For project developers, technology providers, commercial investors and government-related entities with ASEAN transition investment exposure, Cognitud's responsible investment, energy transition and impact assessment teams help clients evaluate FAST-P-linked opportunities, structure blended-finance participation aligned with GIP's investment priorities, and prepare disclosures aligned with MAS, ISSB and jurisdictional transition-finance frameworks.
