Mexico Creates New Environmental Capital Fund to Close Nature-Finance Gap

Mexico has launched the Environmental Capital Fund, a new financing mechanism designed to channel investment into ecosystem restoration, natural capital conservation, climate action, and sustainable development. The initiative, created by the Ministry of Environment and Natural Resources (SEMARNAT), the Ministry of Finance and Public Credit (SHCP), and the Development Bank of Latin America and the Caribbean (CAF), aims to bring environmental priorities closer to the country’s financial system. The fund comes amid a significant global mismatch between nature-related investment needs and actual capital flows. In 2023, approximately US$7.3 trillion was invested in activities harmful to nature, compared with only US$220 billion directed toward nature-based solutions. Private-sector investment accounted for just US$23 billion of nature-based financing, highlighting the need for new mechanisms capable of mobilizing greater private capital. The Environmental Capital Fund has an initial target of mobilizing up to US$10 million, with potential to expand through additional national and international contributors. Funding may support projects covering ecosystem restoration, biodiversity conservation, sustainable water and soil management, the circular and bioeconomy, air quality, and climate action. Officials say the mechanism is intended to demonstrate that environmental protection can also strengthen economic productivity, competitiveness, and long-term stability. The fund will include project evaluation and approval processes, technical and financial monitoring, impact measurement, and transparency and traceability mechanisms. CAF will oversee the fund’s administration and implementation, while companies, financial institutions, foundations, and other sustainability-focused organizations will be able to participate. The initiative complements Mexico’s broader sustainable finance architecture, including its Sustainable Taxonomy and Sustainable Finance Mobilization Strategy. By connecting public institutions, development finance, and private capital, Mexico aims to convert environmental priorities into scalable projects with measurable outcomes—while creating a stronger financial foundation for protecting the country’s natural capital.
