India has introduced new regulations to ensure that interstate transmission network capacity reserved for renewable energy projects is used more efficiently. Under the revised rules issued by the Central Electricity Regulatory Commission (CERC), renewable energy developers that have secured grid connectivity must begin supplying electricity by the specified deadline or risk losing their allocated transmission access from January 2026.
The move addresses a growing challenge in India's clean energy sector, where several developers have reserved transmission capacity but delayed project execution due to financing issues, land acquisition hurdles, supply chain constraints, or regulatory approvals. These delays have left significant portions of the transmission network underutilized, preventing other ready-to-operate renewable energy projects from connecting to the grid.
To improve the efficiency of the power transmission system, the new framework allows developers to either commission their projects on time, voluntarily surrender unused connectivity, or transfer it to eligible group companies. Developers choosing to retain unused transmission rights for longer periods will also be required to provide higher financial guarantees, encouraging timely project completion and discouraging speculative reservation of grid capacity.
The policy is expected to improve the utilization of India's expanding transmission infrastructure, reduce delays in renewable energy integration, and accelerate the commissioning of solar, wind, and hybrid energy projects. By ensuring that available grid capacity is allocated to projects ready to generate electricity, the government aims to support the country's ambitious renewable energy expansion targets and strengthen the reliability of the national power system.
Although the stricter regulations may create additional pressure on developers facing genuine project delays, the overall reform is viewed as a positive step toward improving grid efficiency, enabling faster clean energy deployment, and supporting India's long-term energy transition and net-zero objectives.
