EU Proposes Temporary Relief on Methane Penalties to Protect Energy Security

The European Commission has proposed temporarily easing enforcement of methane-related penalties for oil and gas importers as part of efforts to safeguard Europe's energy security during a period of geopolitical uncertainty and supply market volatility.

Under the proposal, Member States would refrain from imposing penalties on importers that fail to fully comply with methane-related obligations between 2027 and 2029, provided there is no evidence of fraud or deliberate misconduct.

The move aims to ensure stable energy supplies while maintaining the overall objectives of the European Union's Methane Regulation.

The proposal follows concerns raised by major energy suppliers, including the United States, Qatar, and several industry stakeholders, who argued that strict enforcement during the early years of implementation could disrupt gas imports and increase energy costs across Europe.

Companies would still be required to meet methane monitoring, reporting, and verification requirements, but national authorities would be encouraged to adopt a more flexible enforcement approach during the transition period.

The recommendation has received mixed responses. Industry groups have welcomed the proposal as a pragmatic measure that balances climate regulation with energy security, while environmental organisations have warned that delaying penalties could weaken incentives to reduce methane emissions. Methane is one of the most potent greenhouse gases, making rapid emission reductions a critical component of global climate action.

The proposal will now be considered by EU Member States and relevant institutions as part of the implementation of the Methane Regulation. If adopted, the temporary enforcement flexibility is expected to provide greater certainty for energy suppliers while preserving the European Union's long-term commitment to reducing methane emissions and achieving its climate objectives.
