The European Commission has proposed new disclosure rules for data centers as Europe prepares for rapid growth in computing capacity driven by artificial intelligence. Under the proposed framework, operators of facilities with at least 500 kW of capacity would report energy and water efficiency information through a common EU rating and labeling system.
The initiative comes as the European Union seeks to triple data center capacity over the next seven years to support AI development and strengthen digital infrastructure. EU data center capacity is projected to reach 28 GW by 2030, more than twice the 12 GW recorded last year. Data centers already account for around 2.5% of EU electricity consumption, making resource efficiency increasingly important as demand grows.
The proposed framework would not cap energy or water consumption or require operators to disclose their total electricity use. Instead, it would create comparable efficiency metrics, including information on water consumption relative to local water stress. Operators could also disclose whether their facilities provide grid-support services or reuse waste heat.
These measures could give policymakers, investors, and local communities greater visibility into the environmental pressures associated with expanding digital infrastructure. They could also provide operators with benchmarks for improving efficiency and managing resource risks.
The proposal may eventually have implications beyond transparency, as the EU is already developing mandatory minimum standards for data center energy and water efficiency.
