The European Union's Packaging and Packaging Waste Regulation (PPWR) is set to transform healthcare packaging by introducing new sustainability requirements for all packaging placed on the EU market. While the regulation aims to improve recyclability, reduce waste, and increase the use of recycled materials, healthcare manufacturers face the added challenge of maintaining sterility, patient safety, and regulatory compliance for medical devices and pharmaceutical products. The first compliance milestone, effective in August 2026, requires companies to document substances of concern and submit declarations of conformance. More comprehensive requirements will follow from 2030 onwards, including recyclable-by-design packaging, minimum recycled content targets, and stricter packaging optimisation measures. Although certain healthcare applications may qualify for exemptions due to their critical safety requirements, these exemptions will be reviewed as recycling technologies evolve. To help manufacturers prepare, industry experts recommend focusing on four key principles: minimising substances of concern, justifying packaging material use, designing for recyclability, and increasing recycled content where feasible. As sustainability regulations become more rigorous, healthcare companies will need to integrate environmental considerations into packaging design without compromising product performance, ensuring compliance while supporting the EU's circular economy objectives.
