EU Issues Guidance on Net-Zero Industry Act Procurement Criteria

The European Commission has released new guidance on implementing the Net-Zero Industry Act (NZIA) procurement rules, helping public authorities and market participants apply the regulation's non-price criteria in public procurement and renewable energy auctions. The guidance supports the EU's objective of strengthening domestic manufacturing of net-zero technologies while accelerating the clean energy transition.

Under the guidance, procurement and auction processes must evaluate projects beyond cost by considering factors such as environmental sustainability, supply chain resilience, cybersecurity, responsible business conduct, and project delivery capability.
