Climate Groups Take Ottawa to Court Over Canada’s Emissions Targets

Canada’s climate strategy is facing a new legal challenge as environmental organizations and climate advocates have filed a lawsuit against the federal government, arguing that recent policy changes have put the country off course from meeting its legally mandated emissions reduction targets. The application, filed in Federal Court, seeks a judicial review of Canada’s 2030 emissions reduction plan under the Canadian Net-Zero Emissions Accountability Act. The applicants argue that the government’s current approach no longer aligns with the requirements of the legislation, which commits Canada to achieving net-zero emissions by 2050 and establishes interim emissions reduction targets. At the center of the challenge are several recent federal policy decisions, including the removal of the consumer carbon price, changes to industrial carbon pricing frameworks, the cancellation of planned emissions limits for the oil and gas sector, delays to certain methane regulations, adjustments to clean electricity rules, and the repeal of electric vehicle sales mandates. The lawsuit contends that these measures have weakened key components of Canada’s climate plan without introducing equivalent policies to offset the resulting emissions impacts. Climate advocates argue that the federal government has not publicly released updated modelling demonstrating how the revised policy framework will still enable Canada to meet its 2030 target of reducing emissions by 40–45% below 2005 levels. The legal challenge follows a federal progress report released in late 2025 that indicated Canada remains significantly off track to achieve its current emissions goals. For its part, the federal government has reaffirmed its commitment to combating climate change and reaching net-zero emissions by 2050 but has declined to comment in detail because the matter is now before the courts. The case is expected to reignite debate over the balance between economic competitiveness, energy policy, and climate commitments as Canada navigates its pathway toward a lower-carbon future.
