Supplier confidentiality agreements, RFIs, and structured sample evaluations further narrowed the field to technically qualified participants. Commercial sourcing was then digitized through an online RFP process, enabling standardized proposal evaluation, price benchmarking, supplier assessment, and reverse auctions within a transparent competitive environment. Award decisions incorporated both commercial and technical considerations, while annual contracts introduced structured price revision mechanisms, delivery commitments, penalty clauses, and ongoing quality verification to strengthen supplier accountability.

The Outcome

The sourcing programme delivered an approximately 13% reduction in procurement costs through volume consolidation, product standardization, and competitive sourcing. Four qualified suppliers were added to the approved vendor base, creating a dual-sourcing strategy that improved supply resilience and introduced sustained market competition. The incumbent supplier also reduced pricing by 5%, minimizing transition costs while preserving commercial leverage.
