Singapore is tightening oversight of its data centre sector as growing demand for artificial intelligence increases pressure on energy and water resources. The Digital Infrastructure Bill, passed on 7 October 2026, brings commercial-scale data centres under a licensing framework and requires facilities with a critical IT load of at least 3 megawatts (MW) to comply with energy-efficiency standards set by the Infocomm Media Development Authority (IMDA).

The legislation also allows IMDA to incorporate clean-energy commitments made by selected operators into their licences, making those commitments enforceable. Breaches could attract penalties of up to S$1 million or 10% of annual Singapore turnover, whichever is higher. These clean-energy obligations apply to capacity awarded through government tenders and strategic investors, rather than all data centres.

With data centres consuming approximately 6.5 terawatt-hours (TWh) of electricity in 2024, the legislation aims to address the sector’s growing resource demands. It also gives IMDA the authority to introduce water-efficiency requirements for existing and new facilities. Detailed energy-efficiency targets and implementation timelines are still being developed, with draft regulations expected within the next year.

The move signals a shift towards stronger regulatory accountability for the environmental impact of digital infrastructure, while creating additional demand for cleaner energy sources.
