Canada Develops Article 6 Framework to Expand International Carbon Markets

Canada is developing a policy framework that could give Canadian businesses greater access to international carbon markets under Article 6 of the Paris Agreement. The federal government is examining how internationally transferred mitigation outcomes, or ITMOs, could be traded while maintaining the accounting and environmental integrity required under international climate rules.

The framework could create new opportunities for investment in carbon removal, nature-based solutions, and other mitigation projects. Canada’s geological storage potential, clean electricity resources, and industrial capabilities could also support the development of domestic carbon management projects aimed at international markets.

Article 6 allows countries to cooperate in meeting their climate targets by transferring verified emissions reductions or removals between jurisdictions. For businesses, this could create access to a wider pool of international capital and potential buyers, particularly as countries establish systems for meeting their climate commitments.

However, market credibility will depend heavily on the integrity of the credits being transferred. Canada has indicated that any future ITMO trading would need to comply with Article 6 requirements, including ensuring that reductions and removals are real, additional, verified, and permanent. Robust accounting will also be necessary to prevent the same mitigation outcome from being counted toward multiple national climate targets.

The government will consult provinces and territories, Indigenous organizations, and other stakeholders while considering how an ITMO system could operate domestically. The initiative follows Canada’s commitment of more than $13 billion to international climate finance and could support the scaling of domestic climate technologies.
