The scale of the challenge explains why the EU is moving beyond traditional waste management. Without further action, packaging waste in the EU was projected to increase by 19% by 2030, while plastic packaging waste could rise by as much as 46%. But volume is only one part of the problem. Packaging production also consumes significant quantities of virgin raw materials; materials sourced or extracted for the first time rather than recovered from existing products. When these materials are converted into packaging, used briefly and then discarded, both the material value and the resources invested in producing them are difficult to recover. The PPWR aims to disrupt this linear model by pushing the packaging value chain towards waste prevention, resource efficiency, reuse and higher-quality recycling. The objective is not simply to deal with more waste; it is to reduce unnecessary material use and keep valuable resources in circulation for longer.
The PPWR is not a single deadline or a single compliance requirement. Its measures take effect progressively, moving from restrictions on specific substances to broader changes in labelling, waste prevention, reuse and circularity.
The first major change takes effect from 12 August 2026, with restrictions on per- and polyfluoroalkyl substances (PFAS) in food-contact packaging. PFAS have been used to provide resistance to grease, oil and water in applications such as takeaway containers, fast-food wrappers, pizza boxes and bakery paper. Because these substances are highly persistent and can remain in the environment for long periods, the PPWR restricts food-contact packaging containing PFAS above specified limits from being placed on the EU market. This marks an important shift towards greater scrutiny of the materials and substances used in packaging.
From 2028, a harmonised EU-wide labelling system for packaging will apply to make waste sorting easier. A common labelling approach is expected to help consumers identify the appropriate waste stream more easily while improving the efficiency of recycling and composting systems. For businesses, it will also create a more consistent approach across EU markets.
From 2030, the PPWR will introduce measures to reduce packaging waste at source, including limits on excessive empty space in packaging, restrictions on certain single-use plastic packaging and reuse targets for specific packaging formats. The focus shifts from managing waste after it is generated to preventing unnecessary packaging from being created in the first place.
In the same year, the PPWR will further strengthen circularity by requiring recycled plastic content in new plastic packaging and advancing requirements for recyclable packaging. Together, these measures reflect a phased shift towards a more circular packaging system, extending from what packaging contains to how it is designed, used and recovered.
For businesses, the PPWR changes the nature of packaging compliance. It is no longer enough to ask whether a package meets today's requirements. Companies need to understand how their current packaging portfolio will perform against requirements being phased in over several years. The impact will extend across the packaging value chain, bringing sustainability and compliance considerations into decisions that may traditionally have been managed separately.
